Choose REST when you have finished the month's orders.

At Y/N questions, Left means Yes and Right means No. In hex combat, set the direction arrow with the Control Pad and press A to execute the selected movement or attack. START skips the opening. REST ends the turn; do not treat START as an assumed pause.
Nobunaga's Ambition II — About this game
Nobunaga's Ambition II makes capable followers as important as the territory they serve. You appoint samurai to carry out development, recruiting, military and diplomatic orders, weighing their political and war abilities against the Body Points they have left. A monthly turn can include several actions, but exhausting your officers leaves fewer options when circumstances change. Food, money, soldiers and popular support must sustain an expanding realm, while rival daimyo and outbreaks can upset a comfortable plan. War moves to a hex map, with field fighting and castle sieges presenting different situations. The two scenarios begin in 1560 and 1582, giving Nobunaga and his rivals very different starting positions. The aim is to bring the map's 38 fiefs under one rule.
